Because you can always improve something, even if most people think it's already perfect.

He's talking about the left-handed players. The texture (and often shading) for them isn't quite right if you just use an inverted version of the right-handed model.
Inverting the head back would (kind of) fix that problem.

@user Pseudon: Why would he invert the head? That's what the GSG-9 helmet looks like in CS:S.

I like everything but the helmet of the 2nd CT,when you inverted the skin you could invert the head back.
