You still don't understand, there's two types of ip: Private ones and Public ones.
Private - it's shared with many people, means - problems with downloading from websites like rapidshare, mediafire, etc. Also if somebody's already using for example port 36963 nobody will can connect to your computer, because a router which only your ISP have access to, won't know where it should redirect packets
Public - only you have it, means - no problems.
Private IP's exists because number of IPv4 is limited, that's also why IPv6 has been created.
