1) you want a bot to be spectator? or are you a spectator and want to add a bot?
first case doesn't make much sense, second case:
in chat: /bot_add (if you are the server, otherwise you have to use cs2d cmd rcon)
or: backspace (the "<--" above enter) to open the bot menu

2) cs2d cmd setname (you can see the required player ID in the scoreboard when pressing tab. it's the tiny gray number in front of the name)
