server is not in server list linux vps server

I want to open a cs2d server with vps.
I did everthing but there is one problem.
The server isnt in the server list.. you can join it only with ip adress.
I dont know what to do because it is a vps server.
The supporter said all ports are open.
But the server is still not in the server list
This is the ip: 84.200.67.175
someone said the ip with beginning 84 is not public is that right ?
Need help ._.
