Server freezes every 9 minutes.

Ive have a Host1free VPS and i wanted to host a server for cs2d. The VPS has 128 mb of ram, 256 of swap and an Intel Core i7-3770 CPU with 3.40 Ghz. Actually the VPS uses only 1 core of the CPU.
The cs2d server runs like a charm but theres only a problem. Every 9 / 10 minutes the server starts freezing every 5 seconds for 1 minute. (I dont know but actually that minute depends on the player count. Example, if there is only 1 player on the server, it starts freezing every 5 seconds for 20 seconds). After that time the server goes back to normal.

When that lag happens the CPU usage downs a lot. Example : 70 %, it downs to 25 %
This lag happens even if there's 0 players on the server.
