I'd already suggest to lower the graphicsettings and also to inform us/me about the effecr which should be positive if the lags are caused by his GPU, but he didnt reply
Edit: also check the usage of your ram when you're running cs2d on minimum graphicsettings and when you set them to highest.

KimKat: .. it not because the RAM i tested WIN 7 on 4GB PC still got lagg when RUn CS2D ... i thing it because the "Transparent glass" :l

But there could also be several other reasons why CS2D is being slow for you. For example the graphics card. Potentionally, maybe you haven't installed your graphics card drivers that came with your PC (this happened to me once lol). When that happens the default graphics card memory will show as only 256 MB RAM and such and your computer may appear really slow when playing games. I'd recommend seeing if you could find drivers for your graphics card usually it comes in the medium as CD (Compact Disc). From there you put it in your PC and start installation and once done you'll get the full benefit of your graphics card.
Again this is just my own speculation. Don't take everything I say like "this is the exact problem and I know how to fix it" because I can be wrong and so can everyone else. I'm only here to see what's wrong and maybe be of help and to solve your problem like many others here are trying to do. I hope you understand.

if the problem exists then you should buy a new GPU and a processor ,at least a dual core and a nvidia GT 210.
because the display chip is very old and slow , it will not able to run win 7.
there is no problem with your RAM, i have 2GB and i run windows 7
it runs smooth ,and i run cs 2d at 50 fps.
my old pc specs - nvidia
GT 210 1GB ddr3
intel dual core 3.2ghz E5700
2GB ram .
