Please help me I think that I do not forget anything I asked a friend if he can enter and he does not appear anymore I do not know what to do this pc renitie recently so I do not think that another program will block the port

Looks like you're talking about your LOCAL IP, which can be set to static.
However normally you have no option to set your outer INTERNET IP without calling the internet provider:

° [Internet] <--> Outer IP [router] Inner (gateway) IP <--> local IP [your PC]

If your internet connection is built up like this, you can host and only need to do the portforwarding on your router (so that your router knows that packets for port 36963 must be forwarded to YOUR PC).

There's another possible setup with ISP NAT:

° [Internet] <--> Outer IP [ISP Server] <--> [router] Inner (gateway) IP <--> local IP [your PC]
In this case all traffic goes through the ISP server and you have no way to tell it to forward 36963 to your router, that's what's called "gray IP". While it may be static it will not allow you to host servers. This technique is used to save IPv4 addresses (because there're not enough of them!). Many home users do have 1 IP this way (1 IPv4 --> 10/50/200 users...)

The probability that you have a gray IP is high.

Your router uses one home IP and connects many devices (smartphone, PCs) - they all share the same outer IP. Your ISP may be doing the same at a larger scale.

Also I can't tell you about other games if you don't even name them. Some will use UPnP to do the port-forwarding automatically ("NAT hole punching"), some will be hosted on game companies' servers ("game lobby", e.g. Minecraft Realms).

I'd advise you to get an offline tool to check whether a port is open, but I can't recommend you any because the tool I used no longer works. Online port checkers are unreliable.
