Many people in my server .........
and that is in most times the problem. where do you run your cs2d server? at home?
server at home + many people = lagg
-do you run any other programs in the background? (filesharing?downloads?)
-turn off all the stuff that uses your internet connection

Or someone is using a lag program, to shut down your server
your server is probably running at home with an upload bandwidth which is (in comparison) ridiculously low
conclusion: you can't host a server with that many players because you have not enough upload bandwidth. I suggest something between 6-12 as player limit when you are hosting with DSL or a comparable connection. you shouldn't host at all if you are still using ISDN or a modem.
And yeah, your server will lag hectically from home. Your internet speed is not very good compared to the multiple hundred Mb/s lines most datacentres have.
note that bots cause the same upload traffic as normal players! most Lua scripts will also increase the traffic and can cause lags this way.

ok well this is my problem: people join me and there ping is like 45 then it turns to 760 then 2000 then creates lag
