there are 1010414141498715718597189 threads about it and I'm really not exaggerating at this point.
if you have problems with setting up your router: read your router manual or at least tell us what router you are using. help is impossible otherwise.
2:go to firewall(its a application with the earth and a wall in front) and turn the firewall off
3:go to cs2D and prees new game,choose a map then beggin the game and wait for other people to join the server
for me it works fine
i dont know about you(this is without dedicate server) @stealth_killer
I think you don't using router to connect internet so just firewall blocks your cs2d so it don't work
but i have router and i have problem like i said

because you havent forwarded the other port then
or you choosed a port that doesnt exist like 99999999
