EDIT: Please note, a Xen VPS hosted on Linux is the best for hosting CS2D.
I have to disagree here. In my opinion, OpenVZ is better for hosting CS2D servers, despite these pesky limitations.
Well each to there own, multiple players are more likely to effect other peoples pings on OpenVZ, but usually OpenVZ usually runs faster. Most OpenVZ servers also need a control panel to edit or change files, and most cost you more money (only a little amount), while Xen can be accessed with a program such as WinSCP and PuTTy.
Prices are virtually the same anyway, so either one is a good choice.
You got your point here. But just in case you didn't know - you don't need special programs to access your OpenVZ VPS. You can also connect with programs like PuTTY (SSH) or SSH Secure Shell (SSH/SFTP).

Buying a vps server isn't worth it if you don't want to run a large amount of servers. Oxy2d.com is the cheaper and the easier choice. With your budget, you could get 7-14 servers.

From my experience the best VPS hosting site is 9Cubehosting.com .The cost is also decent.As @ Shawni said OpenVZ are good for cs2d servers and are also cheap.In 9Cubehosting they are providing Openvz Vps server for less cost. I rented a dedicated server and a VPS from them for about 2 years. Very good price, plenty of power for that price too. The dedicated servers come with an unmetered 100Mbit line, while the VPS's come with a 100Mbit line with bandwidth limit. Luckily, the limit is about 3TB worth of data on the cheapest VPS option, so there is plenty of room to work in.
Overall quality of customer service was great, too. Perhaps now would be the time to mention that you need to pay in advance for their VPS's, though.

That server is capable of hosting up to 20-30 CS2D servers, depends on Lua and other load (like web-server and MySQL) mostly.
I'm not going to start a hot discussion here with you, either you don't understand all the benefits of OpenVZ, or you've never used it at all. OpenVZ is way more easier to manage than Xen. I haven't used virtual private servers for a year or so already, they're useless compared to dedicated servers.
