Correct me if I'm wrong but I think that the socket didn't bind because when you attempt to bind a socket to the port zero it finds an available port, which in this case didn't happen because the port it prints there is zero.
Probably either there isn't a port stated (and CS2D will assign a random one) or your router/firewall settings cause this issue. Have you tried port-forwarding and configuring your Firewall to allow the traffic of CS2D?

I'm using my phone for Wi-Fi (3G) so I cant port forward...

Using port 0 in the settings should normally assign a random available port and not 0. 0 itself of course isn't a valid port at all. I have no idea what's going on there.
Hold on a minute. If you say that your server is private and only for you, why are you hosting your server as dedicated instead as listen?
You can simply host your server as listen as long you want to play alone without people if you're referring in that case. Otherwise, correct me if I am wrong.
Mami Tomoe: Why do you need "double connection" and how did you even manage to host a server with your mobile?
I think (Maybe not 100% true but still..): The port automaticly sets to 0 if you are using another application with the port 36963 and it blocks out other apps. Either try to change the port or see what other application is using the port.
Also try to portforward 36963 with ur wi-fi, if you haven't already.
