Press win+r and type there cmd.exe
you will see this shet, type there "ipconfig" and press "enter"
Find there: Default gateway
for example i have 10.xxx.3.x where x = number(your own)
1-st Copy this, or write in the notepad, w/e and close this cmd.
Click on your net settings
Find "Local net connection" or similar:
Click there "properties":
Find IPv4 and click "properties"
Click there "alternative configurations"
If you have numbers like i have, leave them, but change this line, to the one you copy from 1-st
and write it here:
if you have another numbers or don't have them, write what i type in last screen and then, with your own numbers marked RED.
Save and exit all this shet.
Go to cs2d, set your settings,
exit cs2d,
download dedicated,
open VPN(US server(free)),
connect to US located(free version you can't any other),
start dedicated,
go to "CS2D serverlist" page: http://www.unrealsoftware.de/usgn.php?s=cs2d ,
find your server,
look at it's port,
copy it's port,
launch cs2d,
go in servers,
click "LAN",
delete in "portbox" this 36963 and write the one you copied,
click refresh.
Done.
You can join the server. Even if you see it is in LAN - other peoples may join it, they see it on sv_list so it's okay.

If you have router, you can do it in other way you can find yourself. there is many topics.
Warning : If you can't give your network speed up, then buy VPS from your internet with your card.
