CS2D's definiton of a VIP is the third team which can only be assigned to one counter terrorist on random on the assassination maps.
I assume you mean a vanity rank, which requires a framework of other ranks.
I suggest you take a look at existing scripts for that, it wouldn't be hard to find an admin script, there are plenty.
Get an admin script and just add a V.I.P..
You can use the HC script I have uploaded a while back, or any other.
