No, thats not true for all things, it may be first implented with a mod, like you´ll have no usage of Seastars or the firefly.

example: firefly.
Str² Original: No usage. (decoration)
Str² Ext Mod: Firefly Lamps (In work)

So you see, you have many things in Str² wich aren´t implented fully, may just to give new modders a thing to start with
